René Rouleau is currently the Chairman of the Board and Chief Executive Officer of La Capitale Civil Service Mutual. This Quebec-based company, with operations in the rest of Canada and assets of $5.5 billion, offers insurance products and financial services through its subsidiaries and has 3,082 employees and representatives.
René Rouleau graduated from the Formacadre (executive training) program of the Human Resources Bureau of the Quebec Government and has a Master’s Degree in Public Administration. He is an experienced administrator with an excellent knowledge of the public and parapublic sectors, especially in health care.
In 1986, he occupied a senior civil servant position in the Ministry of Health and Social Services. Several years later, he served at the Treasury Board Secretariat as Assistant Director of Health and Social Service Programs. After 15 months with Sainte Justine Hospital, his managerial and strategic skills led him to join the Régie régionale de Montréal-Centre (regional health and social services agency) in 1997, where he first held the position of Director of Capital and Finance before becoming the Deputy Director General of Service Network Management. During this period, he also occupied the position of General Secretary of the Clair Commission, a commission studying the future of Quebec’s health and social services.
From 2003 to 2008, René Rouleau was Chief Executive Officer of the Centre hospitalier universitaire de Québec (CHUQ), a university hospital known for excellence in health care that serves Quebec City and Eastern Quebec and has 8,700 employees. Under René Rouleau’s stewardship, the CHUQ achieved recognition as a leader in teaching, research and health technology analysis. This earned him the 2008 Leadership Award of the Association québécoise d’établissements de santé et de services sociaux (a Quebec association of health and social services institutions, AQESSS). He also received the Board of Directors Grand Prize at the Sirius awards ceremony in 2009.
In addition to his current responsibilities as Chairman of the Board and Chief Executive Officer of La Capitale Civil Service Mutual, René Rouleau serves on several boards such as the Conseil québécois de la coopération et de la mutualité (elected Chair in March 2015), SOCODEVI (a network of Canadian cooperatives promoting international development), the TELUS Community Investment Board (elected Chair in October 2015) and Société Parc-Auto du Québec (which specializes in customized parking lot management, layout and operations in Quebec). Mr. Rouleau also previously served on the board of directors of Opération Enfant Soleil (a non-profit society promoting the development of pediatrics) as a member from 2003 to 2010 and as Chair from 2010 to 2013. In the fall of 2012, he was presented with the Queen Elizabeth II Diamond Jubilee Medal for his social involvement.
